do girls in western countries wear underwear as party dress ?

I'm shocked how girls in est wear too little clothes
If I'm ever given freedom I don't think I choose to dress like that
I'm just wondering

To some extent, I agree with you.

It's quite possible in the West to dress in a somewhat modest manner and still look very attractive.
