Are citizens expected to be kind and respectful? were they ever really?

Depends where you're talking about. Different cultures have different ideas about what is and isn't OK

Well in Thailand the practice of Bhuddism places obligation under kama and it works very well.
In judeo christian cultures the obligation was mutual respect and support.

I just wondered where matters stood today.

@sogdianrock Two cultures under that umbrella of Judson Christianity are very different: the US and the UK. Add to the mix different types of economy, which tend to affect people more. What are the laws of capitalism? They ain't being nice n kind to one another

@sogdianrock Different levels, and some people get on, others really don't. Perhaps good foundations are laid in the home, and in schools. It's a huge philosophical question, and different philosophers have had very different ideas. But maybe love, empathy, need are in the mix
