What is wrong with this woman?

I just heard her storm the room and scream at her kids to pick up something they dropped, they were probably my son's age who is three, I think she suffers from mom rage, my husband been telling me about it for a while that the new neighbors are crazy but I never heard anything since I never went to that room except at night and the tv was always on, now that the house is quieter and the walls are somewhat thin sometimes I hear her screaming at her children following by children crying and distressed, my husband was very angry wanted to call and report it but I told him to not intervene cause it doesn't happen all the time just often, also where is the husband? I only see him outside but never heard him screaming it's only her screaming all the time and they are not friendly even though we have similar age kids they never once try to be friends, I can't wait till we move out to a more secluded place.
