There is the evil hammer, and the evil hammer culture
Or, we could discuss the screwdriver culture, I know of the death of a woman killed by an evil screwdriver - it's possible that her ex husband actually did the murder, but I digress.
Then there's the evil stone culture
Or we could discuss the rope culture
The fire culture
How about the drowning culture
Hell, we could discuss the culture of tools all around us....each of those tools could be used for great good or for great evil.

That way, never a word is uttered, no attitude goes unchecked...all is perfected by that government and the only tools one needs are handed by that most perfect all knowing government
