The USA's own electorate and Parties.
Ultimately the American electorate is the only body with the authority and right to decide which Party will be in the majority in the American government, and the Party is the one to decide its leader.
In between elections the nation has Congress to hold the President and government to account, and the judiciary to examine their legal and constitutional probity.
If both of the those routes fail the nation risks going the way of Turkey and Hungary.
