I'm licensed to do business by the city, the state and a few counties

I will not pay for a permit nor check in with a homeowners association,nor will I pay a business fee to them. I'm not mowing grass yet as it's still early and it's wet but I rode the mower to work, hell it's quieter than a lot of cars.
