In Virginia, you have to take your car to a private auto shop/gas station to get state inspection. Should inspections be a state-run process?

In other states, there are state facilities for car safety inspections/emissions. Going to a private shop that makes money from finding things to repair on cars seems like a conflict of interest and a terrible inconvenience. In VA, you have to wait in line with all the real auto shop work to get a $20 inspection that takes about 15 minutes. Another reason that Virginia actually sucks despite all the great things it has today.
