What does it mean when a guy calls you silly when you flirt with him?

I’m curious my friend told me she was flirting with a guy and that he called he silly. Is that him shutting her down?

@LittleLonely flirting is just dumb anyway people should be natural and to the point. Not flirty. Doesn't mean he doesn't like her, just that she is acting silly. Not level headed
