Should women be universally required to do something prior to dating?

Saw this on twitter. Should western society have some universal universal stardard task all women must accomplish before they are allowed to start dating?

@Adogslife the quote I posted was for life, and in most eras of antiquity women got married at the same age as today. It's a myth they were usually younger. Some places, some eras yes.
