If a woman did it to me I'd think she was into me and not a problem of course.
If I felt the urge to touch somebody else's veins I'd ask permission beforehand and explain my fascination.
Thinking about my first line I'd probably find out that the person wanting to touch me was a phlebotomist and had no attraction to me other than as a map for moving blood around.
