What is with all these guys not paying their phone bill?

I keep getting guys who ask me to talk on apps and when we exchange phone numbers and they don't reply to my texts they say 'because of the internet' clearly using WiFi for phone service lol. But how do you expect me to have an out of state relationship if your phone service isn't workin? I guess this is something I'd have to ask about from now on.
