Anyone know what a 'Safe encounters page' is?

A "Person" on a dating site asked me to make an account on one so they can meet up safely or something...and this the first time I've heard of such a thing... can anyone explain, and is it a thing?

(Might be a scam as I've searched it up and there's been claims on that it is, but I'm just curious if these scams have just given this a bad wrap or something...)
