We are meeting for the first time. He didn't even offer to buy me the ice cream. Im kinda turned off but I'm going to assume he's low on cash

Did he ask you out? If he invited you, he should have paid. If he couldn’t afford to pay, he should have planned something he could afford even if it was just a free walk through a park or something like that.
