Question: Looking for someone who can make a professional slip on platter tutu

I am looking to make contact with someone who might be able to make a custom platter ballet tutu, for a larger woman to wear? It does not need to be performance level, but I would like it to be able to stand up to regular wear and use.
Measurements:
USA Size 18 dress size
Waist: 50" to 53"
Hips: 50" to 53"
Panty size: 9 or 10, normally
I know, it sounds large, and normally I think this would fall into an XXXL size, but looking to see if I can help a friend with a wish she has had for a while.
Please message me if you know someone (or know a site online) that can do larger custom sizes.
