@RoguishEyes no it doesn't. It means elevating those who are under-represented to a level playing field. It's like noting that one team has eleven players whilst the opposing team has eight. By paying particilar attention to recognising the team with eight, and adding three more players to make eleven, it simply makes the situation equal.

Those who are represented fairly don't need particular attention because they are already on a level playing field. It's for those who aren't. I know complex issues are beyond you. The world is too complicated for your two brain cells to cope.
