I Hate Racism and Discrimination

How is a sheet of paper that says "It's okay to be white" racist toward colored people? Are they trying to say that being white is bad? Or that white people are inferior to the other races? Isn't assuming this sheet of paper to be a message of hate toward races of color, and then involving the media, an act of racism itself?
