If a person is born In Puerto Rico & they move to Colombia are they still immigrants in Colombia?

If you are anywhere except your country of origin you are an immigrant.

Say this guy was born in Puerto Rico. But as 1 year old they moved to Colombia. & grew up all their childhood in Colombia. Would they feel more Colombian or Puerto Rican? Honestly he told me he feels more Colombian because they grew up in Colombia but he don't fee like immigrant. Because he grew up in Colombia
