I need a better expression than "Illegal settlements" for "slums" where refugees and other vunerable groups have built weak dwellings without

Land ownership and a license.

Illegal settlements is a good expression if I were talking about it from a legal perspective but not from Human rights framing. These are disadvantaged populations unable to have access to mechanisms for housings.

maybe something like informal, marginalized, disadvantaged or urgent / emergency settlements or communities

something to speak more directly the struggle, primarily, and then maybe secondarily to also convey that hopefully it is a transient, aspirational stage to better shelter, resolution of statelessness or other long term dimensions
