It is just a typical Abbott stunt, and costs the taxpayers of Texas money to send them away.
Imo, its a stunt by definition:
an unusual or difficult feat requiring great skill or daring
If there's a legal justification for it, I haven't heard it, but it fits with the f-you response of the Texas GOP to the Federal Government and the more general "Conservative"/Trumpist philosophy of always shifting blame and responsibility to someone else while despite not recognizing personal responsibility.
More practically, I think it's a "stunt," like Texas' secession talk, because I don't think Abbott is willing to or could get Texas to actually secede, take up arms against the Federal Government and surrender the benefits it gets from being a part of the Union. But it sounds really good to selfish and gut driven folks who are out for themselves without regard to the common good.

@MistyCee I wonder what Texas suffers. I was thinking other people might see more of an issue if their states had to deal with the problem, but California seems okay.
@Fukfacewillie Interesting question. Texas has a much bigger geographical border, with a lot less economically incentivizing opportunities.
For example, who the hell grows crops in South Texas and needs people to pick them?
If you cross over to San Diego, you can get access to public schools, tech jobs, etc

@MistyCee entry to other destinations I would think. Also, construction, house cleaning, landscaping, hotel work etc. elsewhere in Texas. I certainly don’t trust Texas to explain it!

It is a stunt, because DC does not have the kind of jobs that would keep the illegal immigrants self-supporting. So, he knows they're going to be an instant problem, whereas in places like California, Texas, Oregon, Washington, etc. have a lot of farm land that's currently understaffed.

Yeah, it kind of sucks because he's actively trying to throw a wrench into the system, and some folks may call that sociopathic and bad, but others are pissed off at the system, society and other human beings and they're Abbott's base.

I'm sort of curious about the agency the said immigrants had. I am also curious about their status as "illegal" as it reads like many if not most of them had already been processed and were granted a 60-day temporary residency status so that they could apply for asylum or whatever. I'm also curious how much complicity between different agents is involved to get people from Venezuela here.

There's a lot more land for them in Texas next to the border than there is in Manhattan, moreover it's an additional expense of fuel and whatnot to pull off this stunt, so it is just pointless but it moves The Base and helps the GQP in post-Nixon fear-based election strategies. Moreover, it's not like immigrants are depleting the Texas wind turbine winterizing program (the what? exactly) funding, et al.
Now with DC in particular (which is even smaller), if you want to make a stunt out of busing immigrants there, then it is fair to grant DC residents statehood and more voting representation.
