Does having one black parent make someone black?
NO! I say that makes them mixed - not black. When they call themselves black, they are ignoring and hiding the fact that half of their genes are not black.
That is why Barack Obama, Kamala Harris, Sunny Hostin, Lenny Kravitz, Halle Berry, Alicia Keys, Patrick Mahomes, Dak Prescott, are technically NOT black - they are mixed race because they have/had a white parent. Old school terminology is mulatto.
