IQ has genetic components, as intelligence is heritable. External factors seem negligible to me. The only one that matters is being able to read and learn, and people who do not do enough of this can still have a high IQ. Individuals who come from dysfunctional backgrounds can have a high IQ. Our environment is not very important with regard to intelligence and what we can score in IQ tests.
We need to consider that intelligence is what makes a person read a book or calculate a sum, not vice versa. The former comes before the latter. A high IQ also does not mean that the individual will become an academic success, or success in any other regard.
