The Bell Curve has been discredited into oblivion. Even the stuff they admit to in the book itself shows that they used comically bad methods to get these results.
IQ is caused by a few factors. So far, I haven't seen any evidence that racial genetics is one of them.

@SW-User Generally, it's living conditions experienced in childhood. Things like malnutrition, anxiety, often being sick, a poor education, basically things that are more common when living in poverty, will reduce IQ growth. Even testing IQ is tricky because a person can think better when less stressed. So your IQ may depend on how much stress you're experiencing, which can vary wildly if you have anxiety.
