Simple. You don't have to re-invent the wheel and rebuild the government. But it is also the mafia approach. You hold what happened to their boss over their head as a threat and then make offers they cannot refuse.
And it avoids the one smart thing Trump actually learned from Iraq. ISIS was created from the legions of military and police who were unemployed all at once overnight.
The ideological stuff was mostly grafted on later to recruit. It didn't start as a religious outfit.
Trump at least understands that having thousands of armed people with nothing to do and no way to make money is a recipe for disaster not to be repeated.
Unfortunately it is the only lesson he seems to have learned from the last 200 years of US history.
