How will Trump get private companies to invest in oil production in Venezuela if there is no guarantee his war/not war will last as soon as he is out

Is Trump going to start blaming companies like Exxon for not "doing their part". What's he going to say when they tell him Venezuela oil is just sludge and useless without dedicated refineries, "Nobody knew oil could be that hard"?
