This is near a canal, not in it, and people who fall or are thrown into water can be injured on the way in.
Canal towpaths can be high compared to water level and the lack of depth can be a hazard because of that. Canal water does not circulate and a lot of rubbish falls or is thrown in.
Striking a partially submerged shopping trolley after falling or being pushed off a towpath may limit the ability to stand up.

You can't even understand the headline you quote.
Though quite why "near ... canal" is even in the headline, I have no idea. It's not obviously relevant.
It may as well read "near... road", or "near... houses", or near... field" as the case may be; and in this case the body very likely was near a road, houses and perhaps fields.
We have no idea who the hell you are, nor where the hell you are, but you show a bizarre obsession with deaths, canals and places you know nothing about.

(Actually, there are currents in canals but they are generally very slow, often barely discernible. Here though, SurplusTiff likes posting complete rhubarb about canals and deaths in or near them.)
