In a way it does not matter because you can't get to those responsible. We held German war criminals accountable because we defeated and took over the country, that won't happen in Russia without WW3 which will leave us all with a nuclear wasteland.
@Evolved We can hope if the Russians get isolated enough there will be factions which want him gone in his own country but there will be kidnapping like in South America, he stays in a literal fortress.
