I gotta ask, if the Russian spy network is so renowned, how the f did they misjudge Ukraine so badly?

It's not a cheap dig, I'm really wondering.

I mean I assume Ukraine has been a top focus for them for decades, and we hear all the time that Russian covert forces are some of the world's best. They couldn't assess they wouldn't be welcomed as liberators?
