Apparently it was proposed or someone considered reducing the speed limit, for example, from 60 km/h to 40 km/h to fight the speeding problem on the roads.
It would seem the reasoning was that it would compel people to not go as much over the speed limit as before.

That would suck for anyone who consistently tries to stick within the legal limit, such as myself.
Something would be wrong with a traffic rule like that if it makes it very hard for law-abiding citizens to not break the law, whilst, I'd imagine, in a sense, legitimizing lawlessness.
