Is it just me or is the official military announcements from Poland just bizarre?

At the start of the Ukraine war, they randomly announced they were willing to give their old fighter jets to Germany to give to Ukraine if the US replaced all those jets with superior modern versions. They announced this without prior discussion with Germany or the US, and the offer was predictably denied.

Now they are saying they are ready to have US nuclear weapons based in Poland. This again was announced without US consultation and the White House is denying any knowledge.

Is it just political trolling or what? lol
