How do we have a free trade agreement with a country like Mexico?

Mexico is a narco state. The drug dealers literally killed over 60 politicians in the last election. People dropped out of the race because they were afraid to run for office. Now the lady who won presidency of Mexico is basically controlled by the drug cartels. She's also a communist.
