When USA bombed Iran to stop Iran from making Nukes, Then why USA could not stop India and North korea from making Nukes ?

Nothing definitively says N. Korea has nukes..........and if they do..........so far they have not shown any ability to deliver one further than 175 miles off of their own coast.

India is a major trade partner.
