How can Germany go ahead with price caps on gas if the EU hasn't agreed to join in?

Without the combined purchasing power of the EU, doesn't that leave Germany too weak to set prices - wouldn't gas suppliers just sell to other nations?

When the consumer price is capped the price that consumers pay doesn't have a direct relationship with the prices that distributors pay to the producers and importers. In the UK and Norway the state negotiates a deal with the producers and distributors to subsidise the price to consumers. I imagine that something similar is happening in Germany.
