Define a Racist

I have not even looked up the word, can Chinese people be racist to northern Europeans or people from India be racist against people from China, or is it just against African prople.

Someone who has a bias against another ethnicity for either judging them based on what they hear/know about others of the same ethnicity, or no real valid reason at all besides for the color of their skin.

@TeirdalinFirefall just I have heard often that African people cant be racist against northern Europeans. Its called reverse discrimination apparently.
