Let's set it straight: Carney was the Governor of the Bank of Canada before he was 'head-hunted' to go to England to do the same sort of job there and got caught up in Brexit - which he opposed. He then left to go 'private'. Trudeau did consult him on economic issues but he was not 'an advisor' in the formal sense. https://en.wikipedia.org/wiki/Mark_Carney

PARTLY! Albertans are upset because PM Trudeau had a hard-on for meeting the Kyoto Protocol carbon reduction initiative... Trudeau imposed a 'Carbon Tax' on the production of fossil fuels or the consumption of fossil fuels... As Alberta's economy is geared (mainly) to the production and export of oil (a fossil fuel), their economy has suffered. Albertans (Premier Smith) wants several pieces of legislation changed so Alberta can effectively export it's oil. Now: about the equalization payments - Alberta had always been a high GDP producing province... Smith is now throwing that in the face of the Federal Government because Alberta's GDP has dropped (again) due to those legislated sanctions. This 'referendum thing' is simply grand-standing to cause the Feds to double-think what they have done and as a lever for to use when talks open about reducing trade barriers between Provinces.
