I was part of a landmark federal lawsuit that helped introduce Title19 and Title22 federal laws that helped rid many of these facilities from the archaic practices that went on. Many of these patients suffered irreversible brain damage as well as well as motor skills.

@SandWitch Yes, these Federal guidelines can be viewed via a google search. I used to be a surveyor monitoring both psych. facilities and acute hospitals to ensure compliance.
