Nepal is blaming the three largest polluters there; but the rightness of the claim is a matter for barristers specialising in international law to argue at all sensibly.
The rest of the countries responsible for large CO2 emissions are working hard to reduce those; although this is a matter that should have started to be addressed a hundred years ago when warnings about man-induced climate-change were starting.
That was an era when the prevailing idea was that science and engineering would "tame Nature" to solve all the world's problems. Yes, they solved many, but created others! Nature can't be tamed despite some of the romantic notions of "re-wilding" and such-like; and if bitten, bites back, hard.
The USA under her present leadership is the most at fault due to her openly refusing any such responsibility, apparently fearing that would stifle her attempts to revive dying industries. She is heavily influenced by the petroleum-fuels and car-building industries, and by social attitudes to the motor-car and aeroplane. (That influence is one reason, dating from the late-1940s, why hardly any of its long-distance railways use electric traction.)
China actually does see her responsibility and has the "advantage" of being able to create long-term plans without worrying about electoral approval. That seems strange given it is still building coal-fired power-stations; but are those replacing older, less efficient ones? The nation is certainly the world's leader in so-called "renewable energy" particularly solar power; and among the leaders in using electric road vehicles, but allied with that is a growing grip on the rest of the world.
India may be in that peculiar situation where she has not yet managed to develop her own industries enough to cut her CO2 contributions significantly; but she is becoming very much more industrial, and in modern industries and industrial methods.
Nepal might try suing these nations, but I doubt it would succeed for anyone except bunches of over-paid barristers; nor achieve anything constructive. India may not be able to pay massive compensation, much of which would likely be creamed off by the lawyers anyway.
I can't believe the USA and China would honour any such judgement against them. More likely both would seek costs intended to cripple Nepal; hardly the world's wealthiest nation.
The upshot could simply be a huge rift between the remote country and neighbouring India, and Nepal pushed into the arms of her other neighbour, the Dragon (via stolen Tibet), for ever.
