Ultimately, it's worth what someone is willing to pay for it. The tax assessor's value is based on other factors and in most cases is lower than market value. If Trump sells Mar-a-Lago for $600 million, the next owner won't be paying taxes on that much as its assessed value will still be lower.

Are you sure, because a tax assessor pays nothing. He assesses the property and the county taxes the individual accordingly.
