Captain Britain and Alpha Flight

Were they just a shit version of Captain American and the Avengers, respectively?
Or was it just Marvel trying to rip off comic fans in the UK and in Canada?
Or was it a genuine attempt to give them their own heroes, created by, written by and drawn by home grown talent?
