Anyone know why Kenedy County, TX has such a low population?

Kennedy County, the area in red in the map below, supposedly only has 358 people in it. And on the Gulf Coast... I would of thought it'd have could of 10,000...

Ranch - place has very little. I don’t even go near there ever and I live on in a neighbouring county in RGV

It is mostly inhabited by a couple of huge ranches.
I just looked it up.... glorious weather, cheap housing , on the coast ....wondered the same thing,

What a shame.

Still, could be lovely one day with some infrastructure .
