Is Houston A Back Hick Cowtown?

From what I heard; Houston is a no zoning city where you can have a fancy football stadium (being Texas) next to a chicken coup kind of place. Is that so? I don't know. I just ask because I have a cousin there and they told me this. Just curious if anyone from Houston can understand. Thanks.
