kind of thing was only true in movies or in Narco-States like Mexico. Do you believe this is true?

@Slade This kind of thing shouldn't be happening in a developed country. I don't think there are any places like that in the UK or even China. It's unfathomable to think someone could call 9-11 and be told, "We don't service your area."
