Can they be shut down?

My previous landlord sold the apartment complex that I live at to a very shitty rental company with ghetto rude rental managers not owners only managers as in employees. This place has several lawsuits and the owner is an Indian immigrant who is being sued by a lawyer in California. Is it possible they can be shut down? I suspect they steal money from tenants.

That has happened to me too. The woman who owned this building for 40 years is in her 80s and sold it to an investment company. I haven't had reliable heat for the last two winters and the management company does nothing except collect rent.

@CountScrofula He is based in San Diego and is getting sued by a rental lawyer, and it also involves the death of an infant regarding an electrical issue that was never fixed.
