Maybe Las Vegas . An entire city built to get you to lose money gambling or spend it on high end entertainment. 15 billion a year in revenue from the gambling industry state wide most of it from gamblers that lost money at a gambling table.
Most depressing thing is that the surrounding moutains are so beautiful and the push to keep Casino Vegas strong is an opportunity cost to the potential investment in the natural beauty that surrounds it.

@NativePortlander1970 Actually you can get by with surprisingly little if you find a good air/hotel package and aren’t a big gambler.

Can only say for the USA, which would be Las Vegas.
Yet I can see where other cities in the world could be worse. Possibly Paris France.
