People understand the verses. But what they learn point their deeds as sinning. So they purposely misinterpret it and convince others to do the same.

I have seen a lot of people try and reinterpret The Holy Bible because the sin they love is identified as sin in the Bible... Usually it is religous people who do this..

Sometimes it's works salvation people who cannot stop their sinning... They believe that salvation is dependent on ceasing to sin and so they desperately try to reinterpret the verses to somehow make their sin no longer sin..
