Is he not a forgiving god after all then?

Some people don’t understand the gentleness of this scripture.

It is similar to the “eye for eye” Old Testament scripture where it limits the evil revisited on an offender.
This allows us to be lambs and gives space for the perfect avenger to settle the earthly matters that we face.

Everybody thinks it is theirs.

Oh yay, like we need more vengeance.
