IUPAC Name for Acetone

Why does the preferred IUPAC name (propan-2-one) specify the 2 carbon? The oxygen can't go anywhere else because, if it were on the 1 carbon, the compound would be the aldehyde propanal.

I presume that must be IUPAC rules - that you have to specify the carbon atom even though it’s the only one possible.
