Two female soldiers typically. They are still going to be trained in the rudiments of marksmanship, will have several magazines of ammo and body armor in a combat zone, can do basic MOUT and team- squad level tactics.
They could essily take on the best of the Iranian Shia militias in Iraq riding around on bicycles.
Just.... I wouldn't recommend them taking anyone offering to surrender, it's a shoot to kill advantage only. Once the insurgents surrender and are in close quarters with two females, it becomes a rape scene very quickly. Women are no good at grappling or taking direct blows from men, regardless of how colorful their karate belt is. A untrained man who is the type that becomes a insurgent can easily wipe the floor with a female martial arts expert.
I know American and Israeli (Druze) women who have taken bullets and survived, not belittling them. But I wouldn't expect a single one of them to take on a guy my size or bigger. A frontline infantry role is a bad idea as the Israeli's have discovered. Prior to the Gaza War they largely gave up and pulled most women to the rear. It just doesn't work, and telling a male NCO he has to worry about a female trooper's vaginal health isn't the best idea either. In the US Military regulations require women to shower every three days, and I've spent more than a month without showering. If a woman came up to me saying she needed a shower in Alaska I'd tell her to go break some ice in the creek and try to reach some flowing water underneath. And if she told me her vag was all icky I'd toss some monistat her way, and by monistat I mean a bottle of hand sanitizer, cause she really should of packed that shit herself. And if she told me she needed a tampon, I'd tell the squad to not use their MRE napkins cause Private Susie needs to shove them up her twat because it's that time of the month again.
So women should very much avoid the infantry. We mean well, but it's not a enviroment designed for women, and don't begin to expect the glass ceiling to open up and the enemy to suddenly become liberal and progressive. If they can rape and kill you, they will. That literally why we have a military, to keep those types away.

@WaafaS Two female soldiers should be able to take two female insurgents in the generic. They have better training, similar base strength but the females are made to do 'some Physical Training' for at least a while in at least the US Army and Marines.... they don't really do PT in the Air Force, they just show up to morning formation and then go back to bed, and I don't know about the Navy (I was Army Airborne Infantry, we don't interact much with the Navy outside of the Marine Corps). I'm assuming women get some basic training in Army Combatives, which is a form of Gracie Jujitsu. Maybe not if you are a dietician or a lab tech, and if you do I can't imagine it is much more than a day or two tops.
But all and all, yeah, a female western soldier hypothetically should be able to take on a female insurgent, and odds of success falls more and more in favor of soldiers. 2 female soldiers should be able to take on 3 female insurgents. 3 should be able to take on 5.
Just.... it's a ridiculous scenerio and I think the general's staff will be laughing their asses off reading that after action report. The onky female general I ever met was the general of all US Laundry in Iraq. I'm sure Congress grilled her ass during her congressional hearing for getting her star. We can't just have anybody walking around in charge of.... the laundry. Had she arrived at our base in Iraq she would of instantly outranked everyone, but if she started giving out missions and reordering base defence I don't know what would of happened. We probably just point her to the laundry unit that was stationed with us and tell he to oder them out the wire, or erect a guard tower wherever. Combat Arms is Combat Arms and we are very unlikely to respond to someone from outside other than military intelligence or a female officer within our division specificially tasked and trained to do so, ordering us about in a combat situation. That's male or female.

It depends on training, commitment, logistics, weapons, and surprise.
I suppose the soldiers would be better trained and supplied, with more firepower. Especially they are in a bunker and call in an air strike.

Often it can be a wash. Sure soldiers have the benefit of training but insurgents know this too so you fight dirty.
