Good question. What criteria do they use to make this determination? Ability to wage war obviously, but wage it where? Abroad? At home? Bits of both? And how would alliances factor into it? It might explain why nuclear North Korea is so far below .mx.
BTW, I think people overestimate the value of fighter planes these days.
