In modern wars why doesn’t the military make use of bombing air raids with a fleet of heavy bomber aircraft and fighter planes to protect the bombers?

Didn't we bomb the radar sites before the Persian Gulf war? I know the F-117's went in to
neutralize targets, along with a lot of others. But I don't think they used any
conventional bombs,
@DogMan less well documented is how much of the Iraqi air defenses had been backdoored and neutralized over network before we flew craft in. There's a pretty high reluctance to risk pilot and crews going against most fortified AA compared to throwing a few cruise missiles.
