In modern wars why doesn’t the military make use of bombing air raids with a fleet of heavy bomber aircraft and fighter planes to protect the bombers?

Modern AA and air weapons stop that. Plus most militaries don't have things all clumped together in one space to warrant a bomber fleet as they keep things spread out and in a lot of cases, always moving.
